Kirk Shelley Profile

Mr. Shelley is President of Shelley Strategic Services.  His consulting for pro-business organizations has included successfully completed projects in Iowa, Oklahoma, Indiana, Kentucky, Nevada, New Mexico, Mississippi, Arizona, Louisiana and Alabama.

Mr. Shelley has a great deal of experience heading up local projects for various national organizations working to increase grass roots awareness of key business issues.  He has worked on various projects for many business groups on subjects ranging from home mortgage deductions, Superfund Reform, tort reform and transportation issues.  His work has included grass roots and grass tops mobilization, media briefings and getting OP-ED placement.

When he began work in Iowa in 1989, pro-Right to Work legislators made up less than a third of the General Assembly.  By 1995 fully 66% of the legislature supported Right to Work.

In seven years with the Oklahoma Freedom to Work Committee, the committee has become an 110,000 member organization.  The legislature has changed from less than 1/3 of support of Right to Work in 1993 to majority support today.  He headed up the grass roots phase of the successful statewide campaign to pass Right to Work in Oklahoma on September 25, 2001.

In a campaign consultation role, he is responsible for many of the upset victories for pro-business candidates.  Mr. Shelley’s work has proven that narrowly focused pro-business campaigns, armed with new technologies and advanced polling information, can develop messages that will win.

As a general consultant, Mr. Shelley has worked on 137 State House and Senate campaigns in 5 states and has a winning percentage of 92%.  He is experienced in all details that produce winning campaigns, especially in the areas of polling, message generation, phone banks and voter targeting. 

A graduate of East Carolina University, Mr. Shelley lives in Oklahoma City with his wife and four children.  A veteran of Operation Just Cause in Panama in 1990, he is an honorably discharged Captain in the Army Reserve.
